There is no reason why the Department should not be in direct correspondence with the Board of Trade in England, and with its correspondence with the Board of T opposite number in other Colonies. This would relieve much of the petty work of Secretariats not only in Hong Kong but also in other
untries.
STAFF
The Head of the Department would be a Cadet officer with some knowledge of Far Eastom Trade and an export in Economics. He would be assisted by:-

Deputy Hoad would be an administrative officer who had had
some experience of Trade and Commerce in the Colony. Normally he could be recruited from the less senior staff in the Department, but in the first instance the post could probably be filled from the S.T. & I.
b A Secretary for Revenue: This post would be filled by a Cadet of some seniority.
An Assistant Secretary for Revenue: This would normally be a probationer Cadet.
d. A Secretary for Economics: This position is the king pin of the now Department and it is essential that the right man be recruited in the first instanco. Tho type of officor filling this position should have a degree in economics or commerce (not lower than second class) and preferably have had some experience in economic ro search, A student who has done a year's research would probably be the best wo could expect.

Assistant Secretary for Economics: This would be a probationary
f. A Secretary for Industry: This could probably be filled from the present S.T. & I. staff. He would be responsible for collecting infor- mation on local industry and for encouraging new industries to start up in the Colony. He would maintain close liaison with the Labour Officer and the Hon, D.P.W. with a view to being able to advise potential industrialists on factory sites and the like.

A Secretary for Statistics: This post would be best filled by an officer of S.C.A.S. but if there was an exceptional man in the new "special class" he might be given a trial in this section. It would require a "special class" of great ability.

The Secretary for Trade uld control the Import and Export Licensing system and the manifest office.
V.
THE FUTURE OF THE S.T. & I.

There are functions, which are now performed by the S.T
& I. which, in the opinion of the writer, are quite incompatible with the proposed functions of the now Department, and which in magnitude and" typo warrant a special Government Department. They system of ration- ing, procurement on Government account and distribution of actual stocks to local traders, the Trade with Japan so long as it is on Government account and price control involve considerable adminis- tration of a type which is quite different and requires a 'different admini strative approach from that onvisagod for the new Department.
